Is there a registration page for this?  Maybe a flyer?

There is no flyer.  The race will be on 25th Street and the corner of Washington, essentially downtown Ogden.  It will be very obvious.  Category B will be 45 minutes at 6pm and Elite Category A will be 60 minutes at 7pm.  Regsitration will be day of race only at the start finish line and will be $20.

Any more details about the course or insight into what "urban cross" entails?  it's going to be hard to get to ogden in time to race at 6:00 with the loousy traffic, so any additional information will be appreciated as i try to decide if it's worth leaving work early.

I am in the same boat.

I would love to come up, but driving north at that time of day would make it about a 2 hour drive for a 50 minute race.

Luckily the drive back down would only be an hour. 

Since Legacy Highway opened the trip north's been much better.

 Great, thanks for the info on Legacy.  I was just trying to figure out if that has reduced the traffic congestion so your post was helpful.
